Urinary Drops

Question

A person was habitual of masturbation. Now he has a problem of urinary drop ejaculation. Also droplets of Mazi ejaculate as soon as obscene thoughts come in mind. Can such person (reciting quran with tajweed and knowing masail about namaaz) lead the prayers in absence of an eligible person.

Explain in detail what you mean by urinary drop ejaculation.
