Is it allowed to take photos at the time of necessity?
Question
My company has about 500 employees. Now we want to develop and operate HR software for employee manageemnt. Some important data of a staff like: date of birth, name, joining date, starting salary, blood group etc. Along with these information can we keep photo of each staff in the HR software? We will collect photo from them then we will scan and keep in the software.
Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
If it is a requirement of the company to take out photos for administration and identification purposes and the company cannot do without it, then the company may take out photos of its employees. [1]

[1] انما اتخاذ الصورة الشمسية للضرورة او الحاجة كحاجتها في جواز السفر، وسي التاشيرة، وفي البطاقات الشخصية، او في مواضع يحتاج فيها الي معرفة هوية المرء، فينبغي ان يكون مرخصا فيه، فان الفقهاء استثنوا مواضع الضرورة من الحرمة [تكملة فتح الملهم، كتاب اللباس، باب تحريم تصوير صوره الحيوان،ج٤،ص٩٧، دار القلم]
