I understand that the concept of suicide bombing is permissible.But is suicide bombings permissible, when carried out in public places where civilians are certain to be killed.

Answer

Generally, suicide bombings is not permissible anywhere, not in the war field or in public places. However, the ruling for a specific situation may differ.
