Question
In the above-referenced fatwa, the lady asks for guidance regarding traveling to Australia. She is told that she must travel with a mahram and that her mahram should leave her in a safe environment. This is to protect her against fitna and safeguard her Iman.
She also mentions the reason for her wanting to travel to Australia. That is to engage in PhD studies. Although not explicitly mentioned, it is implicit that this doctoral study will take place at an Australian secular university – where PhD degrees are offered.
Does the Darul Iftaa have information that this PhD offering institution conforms to Islamic Shari’ah? If so, this is not clearly understandable. The answer given makes it seem that Islamic Shari’ah allows women to study at Western-style secular institutions of higher education.

Your observation is correct. It is not permissible for a woman to pursue studies at a secular university.
