Answer

In the name of Allah, Most Gracious, Most Merciful

Assalaamu `alaykum waRahmatullahi Wabarakatuh

Within every occurrence of life lies a lesson for man. The news of a death of a person whether Muslim or non-muslim, is an opportunity for us to remind ourselves of death. Hence it will be permissible to recite Inna Lillahi Wa Inna Ilaihi Rajioon.

(Fataawa Mahmoodiyya v8 pg486 Farooqi)

And Allah knows best

Wassalaamu `alaykum
