Is it permissible to underinvoice merchandise so that one pay less taxes?

Question

Taxes on imprted items are very high in this country as a result some muslims underinvoice their items so that they pay less taxes i.e say an item cost 5 dollars they claim it cost 3 dollars so that a smaller amount of taxes is paid.
