Is halalah jaayiz when new husband of his own free will does not consumate marriage & gives talaaq. Can woman then remarry her ex.

Answer

In order for the Halaalah to be valid, the new husband must consummate the marriage.

If he does not consummate the marriage, the Halaalah will not be valid.
