Here at USA, I find people combining Salat Maghrib & Esha for Weather Conditions such as Raining. Is it permissible to combine salat in any fiqh?

Question

What is severe conditions of weather on which combining salat is allowed? What should hanfi do in this condition? And if some person join lately and start as intention of Maghrib but it is actually esha then what to do?

Answer

Yes, it is permissible to combine between two Salaahs because of rain, snow and hail according to Shawaafi. The Maalikis and Hambalis have
added to this, muddy conditions, in dark conditions and icy winds. However the following conditions must be fulfilled:
1. It must be raining during the first Salaah.
2. It must be Jamaat (congregational) Salaah in the Musjid.
3. The Salaah must be read consecutively (i.e.
there must not be a long interval between the first and second Salaah.
4. The Salaah must be read in order, eg. 1st Maghrib, then Esha.
