Is it permissable for a woman to stay married to a person who does not offer his salat (I have been told that anyone who does not offer there salat is a kafir),but on the other hand I have been told we can not call any one a kafir.

Answer

A person who neglects his Salaat is a Faasiq (sinner) but one who rejects the Salaats is a Kaafir.

Yes, it is permissible for a woman to stay with a man who is negligent with his Salaat since he is a Faasiq and not a Kaafir.
