If someone in ramadan doesn´t pray namaz with jamat can he lead the witr namaz?

Answer

As long as the person read his Fardh of Esha, it will be permissible for him to lead the Witr, whether he read his Esha Fardh in Jamaat or not. (Tahtawi)

The person should be advised on the importance of performing Salaat with Jamaat.
