Is this permissible?

Question

If some people e.g. 100 persons collect some amount monthly e.g. 1000 and give total amount to one person each month (person nominate by draw) then is this permissible? If a person want to take total amount and for this he gives 2% -5% of total amount to all other persons and this happens in all months, means that if a person take whole amount in last month then he will take 5% extra amount of total amount he submitted. Is this permissible?

Answer

This is a form of gambling or Ribaa, hence, Haraam.
