If the prayer is not true according to haddit and sunna, what should be the changes in the mosque for true prayer of people

Question

A government has allotted a plot measuring near about 200 square yards for construction of a mosque. Mosque has been constructed. One khateeb comes and take over the charge illegally in this mosque. In the government record construction has been allowed for ground floor only. Khateeb has constructed the mosque for two floors and a boundary wall illegally.

Answer

It is incorrect to violate the by-laws of the government in the construction of a Mosque.
