Is it permissible to clean the eyebrows?

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

In principle, it is not permissible for women to shape and trim their eyebrows.^[1]Consider the following hadith:

عَنْ عَلْقَمَةَ، عَنْ عَبْدِ اللَّهِ، لَعَنَ اللَّهُ الْوَاشِمَاتِ، وَالْمُسْتَوْشِمَاتِ، وَالْمُتَنَمِّصَاتِ وَالْمُتَفَلِّجَاتِ لِلْحُسْنِ، الْمُغَيِّرَاتِ خَلْقَ اللَّهِ تَعَالَى، مَالِي لاَ أَلْعَنُ مَنْ لَعَنَ النَّبِيُّ صلى الله عليه وسلم وَهْوَ فِي كِتَابِ اللَّهِ وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ‏ (صحيح البخاري 5931) 

Translation: Abdullah (Radhiyallahu Anhu) narrates Allah has cursed those women who practice tattooing and those who get themselves tattooed, and those who remove their face hairs (their eyebrows), and those who create a space between their teeth artificially to look beautiful, and such women as change the features created by Allah. Why then should I not curse those whom the Prophet (Sallallahu Alaihi Wasallam) has cursed? And that is in Allah's Book. i.e. His Saying: 'And what the Apostle gives you take it and what he forbids you abstain (from it).

However, one my remove stray strands of hair from the eyebrows.
