Can the Waqf house be sold?

Question

Dear Respected Mufti Saheb 

If a house was given as a waqf property to the masjid but the house is dilapidated, can the house be sold and the funds be used to built flats on a masjid property...

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu 'alaykum wa-rahmatullāhi wa-barakātuh.

Respected Brother, 

In order for us to advise you further, we require clarity on these two issues:

1)    What is the exact status and condition of the house? Is it possible for the house to be repaired and refurbished?

2)    Is the Waaqif (donor of the endowment) still alive?
