During ones wife's menses, (1) does the wife have to cover herself from the navel to the knee?

Question

(2) Can the husband touch her between the navel and the knee, if they know that this would not leed to intercourse? (3)Can the husband masturbate her?

Answer

The area between the navel and the knee of the wife is prohibited upon the
husband during menses.

It is not permissible for the husband to derive pleasure from that area even
if he is sure that intercourse will not take place. The above ruling
includes the prohibition of masturbation.
