Is it permissible to charge a transaction fee for Lillah?
Question
Aslamualikum,
We would like to introduce self-service electronic payment acceptance for Lilah donations in masjid in an increasingly cashless society (card readers). Each transaction incurs a fee of 1.75% (can vary between 1%-3%). Most Masajid have adopted this already but hardly anyone displays the small fees paid from the donation. I understand that ruling for Zakat and Sadaqa where transaction fee will reduce the amount and full amount will not be given and “Nuqas” will remain. Is it same principle for Lilah as well?
Is it permissible not to mention small transaction fees to donor?
If not:
Is it ok to clearly write fees above the machine as general statement? For example, “part of your donation goes to cover transaction fees, currently 1.75%”.
OR
Can a third party cover the fees? For example, a person takes responsibility to pay the fees incurred as a contract.
Are there other suitable options which our honourable Ulamaa can recommend?

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
It is a norm and a well known fact that a fee is charged for payments done through credit and debit cards.
If people are making lillah donations, there is no need to inform the donors of the fees. There is no need to cover up for the fees charged for lillah donations.[1]

س… صدقہ کی تعریف کیا ہے؟ اور اس کی کتنی اقسام ہیں؟
ج… جو مال اللہ تعالیٰ کی رضا کے لئے اللہ کی راہ میں غرباء و مساکین کو دیا جاتا ہے یا خیر کے کسی کام میں خرچ کیا جاتا ہے، اسے “صدقہ” کہتے ہیں، صدقہ کی تین قسمیں ہیں: ۱:فرض، جیسے زکوٰة۔ ۲:واجب، جیسے نذر، صدقہٴ فطر اور قربانی وغیرہ۔ ۳:نفلی صدقات، جیسے عام خیر خیرات۔

س… خیرات، صدقہ اور نذر و نیاز میں کیا فرق ہے؟
ج… صدقہ و خیرات تو ایک ہی چیز ہے، یعنی جو مال اللہ تعالیٰ کی خوشنودی کے لئے کسی خیر کے کام میں خرچ کیا جائے وہ صدقہ و خیرات کہلاتا ہے، اور کسی کام کے ہونے پر کچھ صدقہ کرنے کی یا کسی عبادت کے بجا لانے کی منّت مانی جائے تو اس کو “نذر” کہتے ہیں۔ نذر کا حکم زکوٰة کا حکم ہے، اس کو صرف غریب غرباء کھاسکتے ہیں، غنی نہیں کھاسکتے، نیاز کے معنی بھی نذر ہی کے ہیں
