Is there a limit on how much Zakaat can be paid to one single qualifying person? (a) if they have no wealth, (b) in addition to no wealth, he is also in a huge debt.

Answer

One should not give a person so much Zakaat that he himself qualifies to
give Zakaat. If the person has a huge debt, Zakaat equivalent to the debt
may be given to him.
