Can Qunoote-Naazila be made during any prayer or does it have to be only during Fajr? I once attended a prayer where the Imam performed this during Isha?.

Also I would love to read and memorize the transliteration and translation (if you can provide) of the Du?aas recited during Qunoot-e-Naazila, so that I can start performing it, Inshallah.
