A non-Muslim who lives in a recognised and bonafide Darul Islam is known as a thimmi.  A non-Muslim citizen residing in a Muslim country is entitled to protection and security from the State.

If a State fails to give protection to a bonafide non-Muslim citizen, the State has failed in fulfilling its responsibility.
