What is the ruling over performing Istikhara Salat after Fajr prayer and before sunrise (Shorouq)?

Answer

In principle, it is not permissible for a person to perform Nafl Salaats after Fajr until sunrise. Istikhaara Salaat is a Nafl Salaat and will be governed by the abovementioned principle.
