Can a Muslim man marry a Buddhist woman? She does not have anything against Islam and she believes that God exists. She is also willing to raise children to be Muslim.

Answer

It is not permissible for a Muslim male to marry a Bhuddist woman. She must
accept Islam first before marriage to a Muslim male.
