Is jelqing permissible?

Question

What does Islam say about jelqing (it is a form of penile exercise performed by the person or with the help of his partner) to increase penis size. Spending about half hour per day for about 12 months brings in a significant gain. Nowadays a lot of people are doing it saying that is to improve their sex life. Please throw some light on this matter.
