Is selling land allowed when it is associated with a condition?

Question

I sold a land to somebody 11 years back with a condition that if the buyer cannot arrange regisration formalities within 1 year of sale , the buyer has to return the land to the seller and thet seller will return the money. But after 11 years the buyer come up with the request for registration of land. But the seller is not agreed to give the registration and asks for present market value of the land.

Can the seller do this?

(1) Why did the purchaser return to the seller after 11 years to register the land?

(2) You stated that the seller is now not agreeing to give the registration. If that is the case, then does this mean that the seller was able to register the land from the start?
