Is Tawaaf-e-Qudoom Sunnah or Wajib? Who can perform Tawaf-e-Qudoom?
Question
Please can you tell me if Tawaf-e-Qudoom is Sunnah or wajib? In which type of Hajj should one perform tawaf-e-Qudoom?
Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
Tawaf-e-Qudoom is Sunnah upon the non-residents of Makkah who come from abroad if they are performing Ifraad or Qiran Hajj. It is not Sunnah upon a person performing Tamattu. Furthermore, people residing in Makkah and performing Hajj will not perform Tawaaf-e-Qudoom.[1]

(قَوْلُهُ وَهَذَا الطَّوَافُ طَوَافُ الْقُدُومِ) وَيُسَمَّى طَوَافُ التَّحِيَّةِ وَطَوَافُ اللِّقَاءِ وَطَوَافُ أَوَّلِ عَهْدٍ بِالْبَيْتِ (قَوْلُهُ وَهُوَ سُنَّةٌ وَلَيْسَ بِوَاجِبٍ) حَتَّى لَوْ تَرَكَهُ لَمْ يَكُنْ عَلَيْهِ شَيْءٌ كَذَا فِي الْخُجَنْدِيِّ (الجوهرة النيرة على مختصر القدوري، ج1ص154، المطبعة الخيرية)
" وهذا الطواف طواف القدوم " ويسمى طواف التحية " وهو سنة وليس بواجب ".....وليس على أهل مكة طواف القدوم " لانعدام القدوم في حقهم (الهداية في شرح بداية المبتدي، ج1ص139، دار احياء التراث العربي)
