Women visiting the graveyard.

Question

An Alim says it is permissible for women to go to the graveyard provided there is no Janaza happening at that moment, they are in Hijab, and they do not wail and morn. Is this correct?

Second would not an alim and his female relatives at a Kabrastan give the impression to the public that it is acceptable for all women to attend the graveyard.

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
