I was just wondering if a female is on her periods . and a male has given 3 divorces is it still counted?

Answer
In the name of Allāh, Most Gracious, Most Merciful
Assalāmu ῾alaykum wa Rahmatullāhi Wabarakātuh
1. Talāq issued during menses will be valid.
(Fathul Qadīr, Vol. 3, Pg. 338)[1]

اللهم لا تكلنى إلى نفسى طرفة عين
O Allah, do not place me in charge of my soul even for a moment.
Being a Muslim, one should recite the masnūn supplications which have been taught by our beloved Nabi sallallāhu ῾alayhi wasallam. This is the best way to strengthen the connection with Allah jalla jalāluhu.
The above mentioned duā’ could be read in the state of grief, along with morning and evening waza’if and adhkār and at any other moment.[2]

[1] وإذا طلق الرجل امرأته في حالة الحيض وقع الطلاق (فتح القدير ،باب طلاق السنة )
1-عن أبي بكرة ـ رضي الله عنه ـ قال : قال رسول الله صلي الله عليه وسلم : (( دعوات المكروب : اللهم رحمتك أرجو ، فلا تكلني إلى نفسي طرفة عين ، أصلح لي شأني كله ، لا إله إلا أنت )). احمد، وابن حبان ، وهو حديث صحيح
2 قال رسول الله - صلى الله عليه وسلم - لفاطمة: (ما يمنعك أن تسمعي ما أوصيك به، أن تقولي إذا أصبحت وإذا أمسيت: يا حيّ يا قيوم برحمتك أستغيث أصلح لي شأني كله، ولا تكلني إلى نفسي طرفة عين) صحيح النسائي والحاكم والبزار.
3-عن أبى هريرة قال : كان النبى - صلى الله عليه وسلم - يكثر أن يقول اللهم لا تكلنى إلى نفسى طرفة عين (أبو بكر فى الغيلانيات وابن النجار) [كنز العمال 5075]
