How to decide who is correct as detailed below, very Important please.?

Question

According to calculations and scientific knowledge, it was not possible to see new moon before 27th of November in UK, Saudi Arab and some other parts of the world. Yet they have started the month of Ramazan a day before the actual sighting of the moon was possible. Can you explain as to whom shall I follow.

Answer

In the United States the moon was sighted on the eve of 26 November in Texas.
