Question

When a country prohibits women from covering their face and they are punished if they do it, does hijrah become waajib? 

Answer

It is Waajib for a woman to cover her face in front of non-Mahram men. It is an important obligation on a woman to do so.

One should give preference to practising freely on his/her religion and choose such a place of residence that permits practising on one’s religion without any intimidation.
