My question is why "Bismillah-irrahaman-irrahim" is not mentioned at the beginning of sura At-Tauba, Sura number 9 in the Quran.

Answer

Bismillah was not revealed before Surah Tawbah, therefore, there is no
Bismillah before Surah Tawbah.

However, since the contents of Surah Tawbah and Surah Anfaal, the Surah
preceding Surah Tawbah are different, Hadhrat Uthmaan (Radhiallaahu Anhu)
decided to separate the two Surahs.
