Is trout, catfish and salmon halal. I ask because they don't have scales, instead they have a skin without scales.

Contrary to your observation, Trout, Catfish and Salmon do have scales. Notwithstanding that they are classified as fish, therefore, permissible for consumption. (Shaami vol.6 pg.294; HM Saeed)
